A Dutch New Regulation Against Modern Slavery

According to the International Labour Organisation (ILO), around 40.3 million people are considered as slaves today worldwide.  24.9 million of them are enslaved in forced labour and the quarter are children.  Several States, such as Australia, California, France and the UK have enacted obligations to tackle this modern slavery and human trafficking issue.  Holland joined the effort on May 14th, 2019 and passed the Child Labor Due Diligence Law (Wet zorgplicht kinderarbeid).

The scope of this regulation covers businesses that are registered in the Netherlands but also any company that places products into the Dutch market twice or more per year.  High risk industrial sectors include manufacturers of various types of products, such as electrical and electronic equipment.


Impacted companies will have to show due diligence on how they insure that their supply chains are not involved in child labor.  In doing so, they will have to submit a statement to the Dutch government who will post it online.  Importantly, the statement will have to meet due diligence internationally recognized standards.


Any person will be entitled to write an official complaint in case of violation of this law, which will enter into force on January 1st, 2020.
