TAIWAN ROHS CERTIFICATION

On July 30th, 2013, the Taiwanese Bureau of Standard, Metrology and Inspection (BSMI) promulgated a ‘’Guidance to reduction of the restricted chemical substances in electrical and electronic equipment’’(CNS 15663), similar to the China RoHS and the Europe RoHS, from which it was inspired by. It is referenced as Taiwan RoHS.

The Taiwan RoHS Scope

Taiwan RoHS applies to the following electrical and electronic equipment (EEE) with a voltage not exceeding 1000 volts for alternating current and 1500 volts for direct current: 

  • Large household appliances
  • Small household appliances
  • IT and telecommunications equipment
  • Consumer equipment
  • Lighting equipment
  • Electrical and electronic tools, excluding large-scale stationary industrial tools
  • Toys, leisure and sports equipment
  • Automatic dispensers
  • Other equipment, covered by standards CNS 3765 Household and similar electrical appliancesCNS 14408 Audio and Video Equipment, and CNS 14336-1 Information products and relevant device
Taiwan RoHS Compliance

Particularly, it does not apply to: 

  • Products for protecting national security and military purposes;
  • Products where electricity is not the main power source;
  • Products that don’t use electrical or electronic components to fulfill the primary function;
  • Electrical and electronic equipment that is part of out-of-scope equipment, such as lighting equipment used in vehicles, trains, or aircraft;
  • Batteries;
  • Large-scale stationary industrial tools

How to be Taiwan RoHS Compliant?

Here is what you need to accomplish for any in-scope EEE:

1. Meeting the substances restriction thresholds, w/w at the homogenous material level

  • Lead (Pb) and its compounds: 0.1%
  • Cadmium (Cd) and its compounds: 0.01%
  • Mercury (Me) and its compounds: 0.1%
  • Hexavalent chromium (Cr 6+): 0.1%
  • Polybrominated biphenyls (PBBs): 0.1%
  • Polybrominated diphenyl ethers (PBDEs): 0.1% 

To gather the suppliers declarations of compliance and built the Taiwan RoHS technical file,  Enviropass recommends the IEC 63000 approach, similarly to Europe RoHS.

2. A table must be completed declaring, for every sub-assembly whether the restricted substances are:

  • Below the thresholds,
  • Above the thresholds with exemption(s), or
  • Above the thresholds without exemption. 

The table must appear on the equipment body, its box, or documents such as catalogs.  It must also be announced on the website or other forms of media.

Inspection by the BSMI for Certain Products

Products Subject to the BSMI Inspection

On top of the above-mentioned requirements, certain electrical and electronic products are subject to mandatory inspection by the BSMI (Bureau of Standard, Metrology and Inspection), per the Commodity Inspection Act. The following products must be inspected by the BSMI:

The Inspection Mark following the BSMI Audit

Following the mandatory inspection of the BSMI, a commodity inspection mark is applied, asserting the conformity of the product. The mark must be placed in a conspicuous location. 

When compliant to RoHS, the logo symbol “RoHS” must appear next to the commodity inspection mark.

Every letter accompanying the commodity inspection mark represents a different type of approach for conformity assessment:

  • The R is for commodities subject to registration of product certification. Registration of product certification is the most extensive approach. 
  • The D is for products subject to a declaration of conformity. This approach only requires technical documentation. 
  • The T is for products subject to type approval.  This approach does not require technical documentation but experimental testing.

Differences between Taiwan, China, and Europe RoHS

Just like China RoHS, the major difference with EU RoHS is that the Taiwanese version accepts products to be placed on the market even if the restricted substances exceed the minimum threshold required (cadmium 0.01%, 0.1% for all the other substances).
